I. Terms of Domestic Air Cargo
- Forwarder
It includes air forwarder who accepts airfreight note issued by consigner or keeps cargo record, and all other air forwarders who engage in conveying, consigning or providing other service of such conveyance.
- Agent
It is referred to anyone who is the authorized representative of forwarder in transport of air cargo.
- Consigner
It is referred to the person who makes a contract on cargo transport with forwarder, and signs on airfreight note or cargo record.
- Consignee
It is referred to the person who is given the cargo by forwarder according to the names listed in airfreight note or cargo transport record.
- Consignment Certificate
It is referred to the written document filled in by consigner before consigning cargo, by which airfreight note can be issued.
- Airfreight Note
It is filled in by consigner or forwarder, which is the proof of contract made to consign cargo in the air route of forwarder between consigner and forwarder.
II. Rules of Security Inspection
According to the stipulations of CAAC, it is strictly prohibited to carry any flammable, explosive and prohibited articles into airplane in order to maintain and guarantee the safe of airplanes, and Security Inspection Section will carry out safe inspection on all cargos loaded in each airplane with the purpose of preventing and controlling other illegal activities which are harmful to aviation safety.

Rules on Safety Inspection for the above cargos:
- Cargos of consigner should be taken registration of safety inspection at Inspection Section, and accepted safety inspection before transport. After stamped on Consignment Certificate by safety inspector, such procedures as customs clearance and consignment can be taken.
- Common cargos and live cargos in batches will be spot checked with Safety Certificate issued by consigner, who must undertake the responsibilities for safety of consigned cargos.
- Lead-sealed secret cargos or lead-unsealed precise apparatus and valuables can be exempted from safety inspection with certificate issued by safety section of consigner.
- With the exception of cargos with time limit, newspaper, paper video, news release, cargos for first aid and fresh flowers, other cargos should be consigned after 24-hour deposit according to the stipulations.
- It is prohibited to take procedures of consignment for any cargo without safety inspection. In case of breaking the rules of safety inspection, all responsibilities will be borne by the sections and persons concerned, all losses and consequences will be taken by undertaking section or undertaker.
III. Requirements for Cargo Package
- Cargo should be well packed to avoid the damage and pollution on equipments or other articles of the airplane caused by cargo¡¯s damage, scattering, losing or leakage in course of transport.
- Consigner should well pack cargo by applicable materials of internal & external packing and package types according to quality & quantity of cargo, condition of transport and requirements of forwarder. Any cargo which is precise, fragile, unable to be shaken, under heavy cargo or upside down, must be taken corresponding measures of package to avoid damage of cargo.
- It is prohibited to pack cargos in straw bags or straw ropes.
- It is prohibited to secretly carry any articles forbidden or limited to transport, dangerous cargo, valuables, confidential documents and information, etc. in package of cargo.
- Consigner should indicate dispatch station, destination station, unit, name and detailed address of consigner and consignee on the external package of each piece of cargo.
- Consigner should affix the indication label of air transport on the external package of cargo in the standard mode according to the quality of cargo.
- In case the used package is required by consigner, it must remove the remained mark and label from the used package.
- Consigner should affix or hang transport label of forwarder on each cargo as per the stipulations.
IV. Guide to Cargo Consignment
- Before consigning cargo, it is required to fill in Cargo Consignment Statement by ID Card or other valid licenses of consigner, and take the procedures of consignment with forwarder or its agent. Consigner should provide the introduction letter of unit or other valid certificates to forwarder or agent, if necessary. In case consigned cargo is limited to transport by government or necessary to take relative procedures for such sections concerned as Public Security Department or Quarantine Department, it should provide the valid certificate enclosed.
- Method to fill in Cargo Consignment Statement and its basic contents:
- Consigner should carefully fill in this Statement, with responsibility for true and correct of content of this document, and sign or seal on this Statement
- Basic Contents of Cargo Consignment Statement

- Detailed unit name, full name, address, telephone and postcode of consigner .andconsignee of cargo.
- Cargo name.
- Quantity, package method and mark of cargo.
- Actual value of cargo.
- Stated value of cargo.
- Cargo in common transport or urgent dispatch.
- Characters, storage and other specifications on cargo
- It should respectively fill in the Consignment Statement for such cargo that cannot betransported together because of different conditions of transport or quality of cargo.
- For each cargo consigned by non-wide-body aircraft, its weight is generally lighter than 80kg, and volume is generally less than 40X60X100cm. For each cargo consigned by wide-body aircraft, its weight is generally lighter than 250kg, and volume is generally less than 100X100X140cm. In case such cargo beyond the above standards of weight and volume is consigned, consigner may decide the maximum weight and volume for cosigned cargo according to the airplane model, condition of handling facilities in airport of dispatch station and destination station.
- 40cm is the minimum sum of length, width and height of each cargo.
- It is defined as light cargo with volume exceeds 6000cm3 of cargo, which is calculated as per 6000cm3 amounting to 1 kg.
- Valuables should be well packed in solid and closed packing case and fixed by hoop iron of #-shape on the outside, and label is required at the joint.
V. Guide to Receiving Cargo
- Consignee should show Cargo Delivery Notice issued by Freight Department with official seal of consignee unit and ID Card of consignee at the time of taking cargo. If consignee cannot take the cargo in person, both introduction letter of unit and ID Card of consignee are also required, except for the above certificates.
- In case of taking live cargo and other urgent cargo, consignee may handle the relative procedures by fax or copy of freight bill, introduction letter of unit and ID Cards of consignee and person for cargo pick-up, if without receiving Cargo Delivery Notice.
- Common cargo will be kept for 3 days in free charge from the next day of issue date of Arrival Notice by Freight Department. In case of exceeding the period for free storage, it is charged by 0.10 Yuan for 1 kg cargo per day. It is calculated to 1 day if less than 1 day for storage period.
- It is charged by 5.00 Yuan for 1 kg valuables per day from the next day of arriving at destination station. It is calculated to 1 day if less than 1 day for storage period.
- Dangerous cargo is kept for 3 days in free charge from the next day of issue date of Arrival Notice by Freight Department. In case of exceeding the period for free storage, it is charged by 0.50 Yuan for 1 kg cargo per day. It is calculated to 1 day if less than 1 day for storage period.
- For live, perishable, low-temperature and frozen cargo which is in refrigeration, it will be kept for 6 hours in free charge after arrival of flight. It is calculated to 1 day if less than 1 day for storage period. The bulk-breaking is charged by 0.15 Yuan for 1kg.
