Field Operation Command Center

Its main responsibilities are to provide information exchange and coordination in flight guarantee among Air Traffic Control Center, China Southern (Dalian) Airlines Co. and oil supply company, as well as all airline companies and airport units; to organize, coordinate and command field guarantee for business aircrafts, private airplanes, charter flights, temporary extra flights and special flights; to receive and release relative information of flying condition, work guarantee and flights behind schedule; to command planes to enter parking apron and arrange gate position; to collect conditions of abnormal flights and special vehicles & equipments used for landing and takeoff, staying over night and crossing & stopping in Dalian Airport for aircrafts of all airline companies; to control traffic in airfield area; to organize, coordinate and implement measures of emergency rescue and prevention of epidemic situation, and command, coordinate and treat sudden accidents, as well as stipulate, organize and implement exercise of yearly emergency rescue; to manage safety of airfield area, also undertake tasks of fighting flood, dealing with emergency, deicing and snow clearing; to hold daily meeting of comment and appraise on work safety for the company.

Guarantee in Special Vehicle

It owns 82 sets of various ground guarantee vehicle including 7sets of large-sized ferry car, 2 sets of VIP ferry car, 11 sets of lift platform car, 11 sets of various air stairs car, 11 sets of convey, 3 sets of clear water car and sewage car separately, 2 sets of dust cart, 30 sets of towing tractor, in which, more than 30% are advanced equipment imported or joint venture with excellent guarantee ability of flight. Able to guarantee all models of airplane inferior to Boeing 747-400 model wide-body airliner, able to guarantee several large-sized airplanes at the same time.

At the same time, Vehicle Management Center is a team with high quality staff also. For many years, it finished ground guarantee task for various flights remarkably well, no any liability accident happened, won the titles as advanced unit of civil aviation Dongbei Administration in 1999, advance group of Dalian Zhoushuizi International Airport in 2000 and so on.

Guarantee in Security Inspection

As main task, inspect for security to passenger who rides in civil aircraft and the luggage, other person who goes into separating area of terminal and the articles, and air cargo and posts, besides, monitor civil aircraft that is performing a task to prevent from dangerous articles and contraband into civil aircraft for the security of aircraft and persons and property on it.

For many years, it persists in the policy of Security is first, prevention is main", to go ahead constantly, try for innovation, sincerely serve passengers and customers with high quality and security in accordance with the requirements of "Strict inspection, civilized service, strengthening internal quality and building external image", do best for the development of civil airline and increasing economy in Dalian.

Guarantee in Aircraft Affairs

It is mainly in charge of repairing flight course for aircraft of domestic and foreign airlines which concludes the agreement on ground repair agency with Dalian Airport and service guarantee for preparation for landing and special flight towards other airlines, and arrangement, maintenance and management of vehicles relating to aircraft affairs, as well as in charge of removing ice and snow on runway, taxiway and parking apron.

Through the development for 30 years, it has got ahead largely. In 2000, it ensured 10895 flight times for various scheduled flights to break trough record of guaranteeing ten thousand flight time without any miss on its history, and in 2005, it ensured 11559 flight times of scheduled flight.

Now it has 55 staff in which 40 persons for aircraft affairs who bear the repair of flight course for 29 models of 9 airlines, besides in charge of preparation for landing for domestic and foreign airlines companies such as U.S.A. Northwest Airlines, which is a repair unit of flight course under the approval of Airworthiness Department of Dongbei Administration. It owns 23 sets of various special vehicle now, to be equipped with tractor, electric motor and steam car, pilot car and deice car etc. in accordance with the requirement of one for main two for spare three for emergency, which is able to meet the needs from flights.

On the aim of "Ensure airplane secure here, ensure flight on schedule here, no worry about airworthiness here, ensure aircrew satisfy here", it realized flight security without any miss for 30 years continuously, so it was awarded by CAAC and Administration, in 2001 it was awarded as excellent unit by Dongbei Administration in the contest of trying for excellent aircraft affairs persons in 21st century; won first-grade prize as advanced group of aircraft affairs repair by CAAC in 2001.

Flying Guarantee Department

Airport Affairs Section, Lighting Section, Navigation Section and Integrated Business Office are set up under it.
Airport Affairs Section owns various vehicles more than 30 sets including multi-function sweeping car, snow thrower and testing car imported from Switzerland, and mark scraper, multi-function working car imported from U.S.A. and so on; Lighting Section consists of Lighting Station and Terminal Transformer Substation. Lighting Station reaches the Ⅰ category design standard of 4E airport navaid lighting of CAAC, to adopt double circuit for all power supply with total cable of 118km in length; Transformer Substation adopts double circuit power supply plus generator to ensure incessant power supply for the terminal; Navigation Section owns two sets of landing system imported from Norway equipped with DME/DVOR locating beacon of AWA, Australia and west long range locating beacon and close range locating beacon. Flying Guarantee Department has fixed assets valued ten millions yuan, to be able to ensure all flights flying normally by the facilities in accordance with flying security requirements, which provides solid security guarantee for all flying activities in Dalian Airport.
