According to Official Reply on Setting up Shenyang—Dalian Scheduled Flight by State Council and Central Military Commission of P.R.C. (Guofa [1972] No.76), Shenyang—Dalian Regular Flight was approved to set up and Third-class Air Station was founded in Air Force Dalian Zhoushuizi Airport. On Dec.6 of the same year, a 6-person team including Gu Yuanshan, Cheng Zenglie, Zhang Yanfu, Wang Wensheng, Wei Zengfa and Du Ping, was sent to Dalian for preparation to construct air station by CAAC Shenyang Administration.
